PDP president Mehbooba Mufti will be sworn in tomorrow as the first Muslim woman Chief Minister of Jammu and Kashmir, heading a coalition government with BJP in the only Muslim-majority state.
The 56-year-old leader, daughter of PDP founder Mufti Mohammad Sayeed, will take oath of office at Raj Bhawan in Jammu tomorrow at 11.00 AM.
Mehbooba assuming office will be a landmark event in the history of Jammu and Kashmir as well as rest of the country.
She will be the first woman to head a government in Jammu and Kashmir and the second Muslim woman to become the Chief Minister of a state in India. Syeda Anwara Taimur was the first Muslim woman CM in Assam in 1980 and continued to hold the chair till June 30, 1981.
Governor N N Vohra yesterday invited the PDP president to form and lead the PDP-BJP coalition government in the state.
“The Governor’s invitation to (Mehbooba) Mufti follows the earlier discussions with the PDP and BJP presidents regarding formation of government in the state and the subsequent communications received from her and Sat Sharma, president, J&K BJP in regard to this matter,” an official spokesman said.
The PDP-BJP government can expect a smooth run if the two ideologically opposite parties can avoid controversies that dogged their first brush together with power when Mufti Mohammad Sayeed headed the government for 10 months till his death on January 7PTI
The PDP-BJP coalition, which also has Sajad Gani Lone led Peoples’ Conference as a constituent, has 56 MLAs in the 87-member Assembly.
The PDP has 27 members while BJP has 25. Peoples’ Conference has two MLAs while two other independents are supporting the coalition.
The revival of the PDP-BJP coalition government in the state — after three months of stalemate — became possible after several rounds of hectic negotiations between the two parties and apparent intervention by Prime Minister Narendra Modi. .
A local court has rejected the discharge application filed by Saquib Nachan, who was recently convicted in the 2003 Mulund train blasts case, in connection with an attempt to murder case against him and others.
Saquib’s son Shamil Saquib Nachan, who was also arrested in the same case, too filed an application for discharge which was rejected by the court.
Thane Additional Sessions Judge A S Bhaisare clubbed the four applications filed by the father-son duo in connection with the cases against them and disposed them in a single order last week.
Saquib, from Padga in Thane, was arrested in connection with attempt on the life of advocate Manoj Raicha, an office-bearer of Bajrang Dal, on August 3, 2012. He was charged under sections 307, 120(B) of IPC and sections 3, 25, 27 of the Arms Act in connection with the case.
In his application in the Thane court, which is trying him, Nachan said that the crime branch had created fabricated false evidence against him and the matter needed to be probed by CBI.
However, the police stated that they had seized certain books, CDs, and computer from the arrested accused which had provocative content.
In his order, the judge stated that the theory of prosecution at this stage cannot be said to be false or fabricated.
“Having considered the facts and circumstances of the matter, in my view, there is no substance in the applications and they all are liable to be rejected,” the judge noted in his order.
Saquib was earlier also arrested in 2002 in connection with the murder of VHP leader Lalit Jain at Bhiwandi in the district. However, he was acquitted in the case in 2006 for want of evidence.RNI
Another FIR was registered today against unknown persons following a complaint by a Delhi-based resident on the alleged gangrape by Jat agitators in Sonipat district of Haryana in February.
An FIR was registered against unknown persons on the complaint of a Delhi-based man by the all-women Special Investigation Team (SIT) which was constituted to look into allegations that women commuters were pulled out of their vehicles and raped during the Jat agitation at Murthal in Sonipat district, DIG Rajshree Singh said here.
Singh said the complainant told police that he was informed by a Himachal Pardesh-based family that women were dragged out of cars and taken to fields.
“We were not provided with any evidence in this connection but on the basis of the complaint, an FIR has been registered under different sections against unknown persons,” she said.
However, “no eye witnesses” have come forward so far, she said.
Earlier, Haryana Police had registered the first FIR on the alleged gangrapes by Jat agitators.
The report was filed when a woman from Narela in north-west Delhi appeared before the SIT comprising three senior women officers, and claimed that she was raped by seven men on the night of February 22.
In her complaint, the woman had alleged that she was travelling with her minor daughter in a van when some goons stopped the vehicle near an eatery.
She had said the miscreants overpowered the male passengers and gangraped her while holding her daughter hostage. She had accused her brothers-in-law and sister-in-law to be involved in the incident.
Haryana DGP, Y P Singhal had said that the inquiry committee, headed by DIG Singh and comprising two women Deputy Superintendents of Police (DSPs), Bharti Dabas and Surinder Kaur, would probe the reported incidents.
Media reports have stated that gangrapes took place in the early hours of Monday (February 22) and that up to 10 women were sexually assaulted by a group of nearly 40 hooligans during the agitation.
The Punjab and Haryana High Court had taken suo motu notice of the media reports that some women who were commuting on the Delhi-Ambala highway (NH-1) were stripped and raped by rioters during the violent Jat agitation for job quota.
However, the government had filed a report in the court stating no gangrapes had taken place during the stir.RNI
Five officials of the company that was building a flyover that collapsed on to vehicles and street vendors here have been detained.
Kolkata Police Commissioner Rajeev Kumar, who paid a visit to the mishap site, told reporters “We have detained a few officials of the construction company. We are taking action against them”.
Kolkata Police has registered a case against the Hyderabad-based construction firm IVRCL under sections 304, 308 and 407 of the IPC and sealed the local office of the company.
According to another senior police official, who spoke to PTI on condition of anonymity, about seven persons, injured in yesterday’s mishap, were in a “very critical condition”.
Asked when would the area be cleared off all the debris of concrete and iron girdles, the officer said, “the clearing at the main crossing (Ganesh Talkies crossings) will hopefully be over by today. But the rest like iron piers, iron pillars, broken concrete parts will be cleared in a step-by-step process.”
The other end of the Vivekananda flyover towards the KK Tagore Street, where the metal pier, holding the bridge, was completely damaged would be cut but “a planned engineering plan is necessary for that”, he said.
“It’s a very very congested area with buildings so close to the flyover. And most of the buildings are very old. So we must keep in mind that in order to remove the damaged portions of the flyover another mishap does not take place,” he said.

Finance Minister Arun Jaitley today dismissed reports that he would push for funds for Adani’s 16.5 billion dollars coal mine project during his meetings with Australian leaders, saying this was was not on his agenda.
Asked if he would discuss the issue of Adani’s Carmichael coal mine project in Queensland with the Australian leaders he was meeting during his visit, Jaitley said, “not really”.
“This is subject which is internal to Australia and this is not the purpose of my visit,” he said.
His remarks came as media reports earlier had said that Jaitley was likely to push for easy funding for Adani’s controversy-hit project.
The reports said that Adani’s project would figure in talks when the Finance Minister would meet Peter Costello, the head of Australia’s sovereign wealth fund called Future Fund.
“I have been informed that as far as government of Australia is concerned they are doing their very best to stick to the contract subject to whatever other influences in a democracy are there,” Jaitley said, adding that the Adani project was not an issue during his Australia visit.
Adani CEO Jeyakumar Janakraj said the Adani issue was not on the agenda of Jaitley’s visit.
Janakraj was a part of the CII delegation today at the ‘Make in India’ conference launched by the Finance Minister here.
Adani’s plan to build one of the world’s largest coal mines in Australia has been hampered time and again. A federal court in August last year had revoked the original approval due to environmental concerns.
In October last year, the project got a new lease of life after the Australian government gave its re-approval.
Last month, Queensland state’s Department of Environment and Heritage Protection (EHP) issued a final environmental authority (EA) for Adani’s Carmichael Mine project but with about 140 conditions. The project is located near the fragile Great Barrier Reef.PTI
Underscoring the challenges posed by the dearth of women in peacekeeping activities, India has called for increasing involvement of women in prevention and resolution of conflicts.
“There is a need to increase and institutionalise the involvement of women in conflict prevention and resolution.
This requires not only normative advice but capacity building and institution building at the ground level,” India’s Permanent Representative to the UN Ambassador Syed Akbaruddin said here yesterday.
Speaking at the Security Council debate on ‘Role of Women in Prevention and Resolution of Conflict in Africa’, Akbaruddin noted the advances made in Africa in gender empowerment but said considerable challenges lie ahead given the dearth of women in peacekeeping activities.
He cited UN reports to point out that women globally constituted less than four per cent of signatories to peace agreements and less than 10 per cent of negotiators at peace tables.
Women also constitute only three per cent of the military and 10 per cent of the police who are deployed by the UN in peace missions.
“These numbers reflect the enormity of the challenges that we are confronted with,” Akbaruddin said, adding that despite the increased focus on the Women Peace and Security agenda, women and girls continue to be major victims.
“The issue of Women Peace and Security cannot be seen in isolation from the wider societal context involving gender and development issues,” he said.
India, which is the lead troop contributor to UN peacekeeping missions, has the distinction of providing the first ever Female Formed Police Unit for the UN in Liberia.
“While there has been only a marginal increase overall in the number of women peacekeepers, the first ever Female Formed Police Unit for UN was provided by India for deployment in Liberia. The unit has been widely appreciated for its work and for setting a pioneering example,” Akbaruddin said.
He said India has also contributed lady officers as Military Observers and Staff Officers in addition to deployment with the Medical Units.
The Indian envoy further noted the efforts taken by the international community to address the issues of gender equality, empowerment and development in a holistic manner.
In another significant capacity-building initiative, the New Delhi-based Centre for United Nations Peacekeeping (CUNPK) in partnership with the UN Women, is now conducting the 3rd United Nations Female Military Officers Course (UNFMOC) for 40 women military officers from 26 countries.
UN Women head Phumzile Mlambo-Ngcuka also called for greater efforts to reach the goal of allocating at least 15 per cent of peacebuilding resources to gender equality and women’s empowerment.
“Women need to be resourced so that they can do more. The commitment to allocate at least 15 per cent of peacebuilding funds to gender equality and women’s empowerment, must become a reality,” Mlambo-Ngcuka told the Security Council.PTI

Assam Chief Minister Tarun Gogoi today accused BJP of spending “hundreds of crores” of rupees in an attempt to topple his government with the help of Governor, echoing allegations of his Himachal counterpart that BJP was trying to destablise Congress governments in states.
“BJP spent lots of money. They wasted hundreds of crores before the Bihar elections to topple the government in Assam.
They tried it by taking Himanta (Biswa Sarma) and other MLAs, but they could not do it,” Gogoi told a press conference here targeting the central government led by Prime Minister Narendra Modi who had launched a blistering attack on the Congress leader during the recent poll rallies in Assam.
Sarma, once a trusted Congress minister of Gogoi who is presently in BJP, had almost garnered the support of 35 MLAs and tried the same tactics used in Arunachal Pradesh and Uttarakhand of shifting the base to BJP, he claimed.
“The Governor (Padmanabha Balakrishan Acharya) was also involved in this. Without his support how is it possible? That is why, the Centre is not appointing a permanent Governor in Assam. That is why they are appointing all RSS people as Governors,” Gogoi alleged.
He further said if the 35 MLAs, whose support was shown to be withdrawn from Gogoi’s leadership in front of the Congress High Command, had really shifted their allegiance to BJP, the government would have fallen instantly.
Gogoi also regretted his decision to trust Sarma during his tenure with the Congress.
“Yes, I trusted him a lot. He betrayed a simple man like me. Himanta and all his supporters were not original Congressmen. They come and go. Himanta was with ULFA, then AASU, AGP, Congress and now (a) BJP man,” he said.
Talking about the Uttarakhand crisis, the Chief Minister said the entire development is “just a murder of democracy”.
“You did it in Arunachal and now Uttarakhand. The government was to test its majority next day and you (Centre) toppled it. (This is) Hitler in India! This is dictatorial and a murder of democracy,” he alleged.
Himachal Pradesh Chief Minister Virbhadra Singh had accused the Modi dispensation of trying to “destabilise and topple” his government by using central agencies. He alleged the Centre has been destabilising Congress-ruled states one by one and cited examples of Arunachal Pradesh and Uttarakhand where President’s Rule was imposed.PTI
The Pakistani Joint Investigation Team (JIT) accompanied by Indian officials today headed for Pathankot in connection with the probe into the January 2 terror attack at IAF base.
The five-member Pakistani team led by Punjab’s Additional Inspector General of Police, Counter Terrorism Department, Muhammad Tahir Rai landed at Sri Guru Ramdas International Airport in Amritsar and left for Pathankot by road amid tight security.
JIT and National Investigation Agency (NIA) will take stock of the probe into the Pathankot terror attack today, officials said.
Punjab Police was escorting the convoy of the Pakistani team which also has ISI’s Lt Col rank officer Tanvir Ahmed, Lahore’s Deputy Director General Intelligence Bureau Mohammad Azim Arshad, Military Intelligence Lt Col Irfan Mirza and Gujaranwala CTD Investigating Officer Shahid Tanveer.
Police officials said they have diligently barricaded areas around the IAF facility .
“The district police has been informed about the visit and deployments have been done accordingly,” a senior police official said.
A large police contingent has been deployed in and around Dhangu village where the IAF base is located.
Meanwhile, Congress workers staged a protest near the air base against the visit by the Pakistani investigators.
Government has made it clear that the Pakistani team will have “restricted” access to the air base with the NIA taking them to a select areas where the over 80-hour gun battle led to the killing of at least four terrorists and seven security personnel.

The opposition parties have slammed the move with Congress saying that “unfettered access” given to Pakistan’s JIT by according an almost “red carpet welcome” raised serious questions on procedural propriety in relation to compromise on national security and likened it to an accused investigating himself.PTI
Union Finance Minister Arun Jaitley today laid bare the priority of the government, saying agriculture will have to grow “fastest” for the country to get rid of poverty and push the overall GDP expansion.
“If India is to grow and get rid of poverty, the agriculture sector has to grow the fastest… agriculture is critical to the economy,” Jaitley said at a seminar on the recently-announced Pradhan Mantri Fasal Bima Yojana (PMFBY) at Nabard here.
With two successive bad monsoons, the finance minister said a poor rainfall this year will put the “system to test”.
PMFBY, he said, will be rolled out in a “mission mode” from April to cover kharif or summer crop from this year itself.
The scheme has the potential to reduce distress in the farm sector and “end the scar of farmer suicides” affecting parts of the country.PTI
