Ferguson (United States) (AFP) – The police officer who killed an unarmed black 18-year-old, sparking protests about race and police brutality around the country has resigned, local media reported Saturday.
Ferguson, Missouri policeman Darren Wilson said he was stepping down due to safety concerns, according to the letter sent to the police department and published by local daily the St. Louis Post-Dispatch.
“It was my hope to continue in police work, but the safety of other police officers and the community are of paramount importance to me,” the letter from the 28-year-old said.
Wilson’s lawyer had previously indicated that he would resign from the police force and would never work as a police officer again.
Wilson shot and killed black teenager Michael Brown in August, claiming he acted in self-defense.
The shooting prompted racially-charged protests that erupted again last week and spread across the nation after a grand jury decided not to charge Wilson in the shooting. Protesters claim US police put a higher value on white as opposed to black lives.
“I have been told that my continued employment may put the residents and police officers of the City of Ferguson at risk, which is a circumstance that I cannot allow,” Wilson’s statement said.
“It is my hope that my resignation will allow the community to heal.”

NEW DELHI: A PCI-appointed panel looking into the journalists assault issue outside ‘godman’ Rampal’s ashram has observed that Haryana Police employed “unconstitutional” tactics to prevent media from doing its duty and recommended investigation by administrative officers into the episode.
In its report submitted to PCI, the four-member committee is learnt to have said that police and local administration failed to rise to the situation and resorted to “brute force” against media persons doing their duty.
“This showed lack of training and discipline, and a complete disregard to human rights,” the committee said.
Several media personnel were among those injured on November 18 as clashes erupted at Rampal’s ashram in Barwala in Hisar district with police lobbing teargas shells and using batons to disperse his supporters.
The PCI had set up the committee comprising Sondeep Shankar (Convenor) and Kosuri Amarnath, Rajeev Ranjan Nag and Krishna Prasad (all members) to probe the incident.
In its recommendations, the committee has sought investigation by administrative officers in to the incident and compensation for injured media persons as well as for those whose equipment was damaged during the incident.
It also sought identification and suspension of the policemen responsible for the attack on media persons and fast tracking their cases.
The panel also said that false cases foisted on media persons should be withdrawn immediately. The panel observed that TV channels were airing disturbing visuals of people injured in the police action being dragged out of the operational area by policemen in a most inhuman manner.
“Haryana Police employed unconstitutional and inhuman tactics to prevent the media from discharging its duties,” the panel added.
The committee said the assault on media personnel and equipment amounts to a “prima facie violation of fundamental freedom guaranteed to the media under Article 19 (1)(a) of the Constitution”.
After speaking to media persons who were on the spot in Hisar, the panel noted that it appeared that it was a very well coordinated and well-timed attack on media persons.
The report said that it took just 30 minutes for police to clear the operational area of media persons and it appears they did not want journalists to witness the operation, especially the action of water cannon and baton charge on women and children who were being used as ‘human shield’ by ashram authorities.
It also referred to DGP Haryana S N Vashisht’s comment that he deeply regretted the manhandling of the media because it robbed Haryana Police of its share of glory after “one of the most professionally conducted operations” in India, in which not a single bullet was fired.
According to the committee, the DGP also said that a departmental inquiry would be conducted and if anyone is found to be guilty, they would be punished.
Chief Minister of Haryana Manohar Lal Khattar told the panel that he would await the departmental inquiry before pronouncing the verdict but reassured that his government was sensitive to the concerns of the media.

India previously offered visas-on-arrival to visitors from only 12 countries.
Most other foreigners had to wait several weeks before learning whether they would be allowed to enter India after submitting their applications at visa processing centres.
The new visa-on-arrival will be available at nine major airports in India.

(Reuters) – Gunmen wearing army uniforms on Thursday attacked an Indian army base near the border with Pakistan, leaving ten people dead in the worst militant violence in the disputed state of Kashmir in more than a year.
The incident came as Indian Prime Minister Narendra Modi and Pakistani counterpart Nawaz Sharif had a brief meeting at a summit of South Asian leaders in Nepal that clinched a deal to create a regional electricity grid.
Four or five gunmen split into two groups upon arriving in the town of Arnia, about 4 km (3 miles) from the border, with one group attacking an army bunker and the other holed up in a house, a senior army officer said.
Three soldiers and three civilians were shot dead, said Jammu and Kashmir Chief Minister Omar Abdullah, adding, “My condolences to the families.”
He said four militants were also killed.
India and Pakistan fought two of their three wars since independence in 1947 over Muslim-majority Kashmir, which they both claim in full but rule in part.
Muslim separatists have been fighting Indian forces in the Indian portion of Kashmir since 1989. India accuses Pakistan of training and arming the rebels in the portion it controls and sending them to the Indian side, a claim its neighbor denies.
The gunmen did not infiltrate from the Pakistani side of the border, a senior Border Security Force official said.
“They came in a car to Arnia and took shelter in a bunker and targeted the army,” he said.
The last major attack in Kashmir was in September last year, when nine people were killed in a gun battle a day after the leaders of the two countries agreed to meet on the sidelines of the U.N. General Assembly in New York.
The incident comes a day ahead of a visit planned by Modi to Jammu, where he will address two election rallies amid phased state polls that conclude on Dec 20.
The attack was a deliberate attempt to disrupt ties between the rivals, Abdullah said on social media website Twitter.

As expected continuing the usual trend of Bollywood films taking a better opening in morning shows UNGLI has opened slightly better than ZID, though the film started on a sluggish pace. ZID on the other hand despite its headline grabbing content has opened on a poor note. However while the Bollywood releases cater to a rather niche audience, the Hollywood releases that belong to the action (MOCKINGJAY) and comedy genre (PENGUINS OF MADAGASCAR), show a better potential of attracting footfalls over evening and night shows.
On the whole with not so favourable reviews for both the Hindi releases, the chances of both the movies attracting greater footfalls from evening shows appears a distant possibility, but the English releases MOCKINGJAY and PENGUINS OF MADAGASCAR are expected to perform on a much better note over the weekend.
Russia has expressed interest in production of civil and light transport aircraft in India with their technology, Parliament was informed today.
The Indian government has welcomed the Russian interest and is committed to enhancing bilateral investment and trade cooperation, Commerce and Industry Minister Nirmala Sitharaman said in a written reply to the Lok Sabha.
“The Russian side expressed their interest in production of civil aircraft, light transport aircraft and helicopter in India with Russian technology,” she said.
The eighth session of the Indian-Russia Forum on trade and investment was held here on November 5.
Replying to a separate question on coffee industry, she said that stem borer pest is amongst major constraints affecting cultivation of Arabica variety of coffee.
“The combined effects of higher temperatures, reduction of shade for increasing the yield of pepper grown as intercrop and lack of timely control measures by the growers have led to increase in the incidence of the pest,” she said.
About 3,200 hectares of productive area in Karnatka are reported to have been affected by stem borer due to long dry spell from November 2013 to May 2014 and resultant high temperatures.
She added that several steps have been initiated to address the problem of pest in coffee cultivation.
“The government has approved a two year action plan (2014-15 and 2015-16) for combating the stem borer in affected areas,” the minister said.
Twenty-three-year-old Arif Majeed from neighbouring Kalyan, who until now was believed to have been killed while fighting for ISIS in Syria, returned to Mumbai today and is being interrogated by the National Investigation Agency (NIA) here.
In May this year, four youths from Kalyan town — Arif Majeed, Shaheen Tanki, Fahad Shaikh and Aman Tandel — had left India to visit holy places in the Middle East, but disappeared thereafter. They were suspected to have joined the middle-east terror group Islamic State of Iraq and Syria (ISIS).
Arif returned this morning and is being quizzed by the NIA, a police officer said.
His family friend Iftekhar Khan told PTI, “Arif’s father Ejaz received a phone call from security agencies this morning saying his son is in Mumbai.”
Maharashtra ATS, which had earlier questioned the family members of the youths, is also in touch with the NIA over the return of Arif to Mumbai, sources said.
According to police, the four engineering students flew to Baghdad on May 23 as part of a group of 22 pilgrims to visit religious shrines in Iraq. The next day, Arif had called his family from Baghdad and apologised for having left without informing them. Upon returning to India, other pilgrims had told the police that, Arif, Fahad, Aman and Saheen had hired a taxi to Fallujah, a city west of Baghdad which had emerged as the epicentre of Iraq’s deadly insurgency.
“On August 26, Tanki called up Arif’s family and told them that their son had become a “martyr” claiming that the latter died fighting for ISIS in Syria,” a family friend Ateek Khan had told reporters.
Accordingly the next day, Arif’s family performed ‘Janaza-e-gayabana’ (prayers for the departed soul in absence of the body) in Kalyan.
Recently, Arif’s father Ejaz Majeed had reportedly met the NIA and told them his son had fled from the IS-controlled areas to Turkey after fighting for the militant group for nearly three months and wants to return to India.
